Before we dive into the local Cornelius specifics, we have to look at the big picture. North Carolina recently got on board with the "Three-Class System." This is how the state (and most of the bike industry) defines what an e-bike actually is...
Class 1: The Pedal-Assist Classic This is what most of our folks are riding. The motor only kicks in when you're actually pedaling. Once you hit 20 mph, the motor says "I'm done" and stops assisting. You can go faster if you’ve got the leg power, but the bike won’t help you get there!
Class 2: The Throttle Option These bikes have a throttle (like a moped or motorcycle). You don't even have to pedal to get moving! But just like Class 1, the motor cuts off at 20 mph. These are great for getting a little boost from a dead stop at a traffic light.

The Helmet Rule (Don't Skip This!)
Under NC state law, if you are on a Class 3 e-bike, you MUST wear a helmet. No exceptions! It doesn't matter if you're 16 or 60. Safety first, folks! The Cornelius Twist: What Changed in November 2025?
Okay, here is where things get interesting for our local riders. The Town of Cornelius updated their ordinance in November 2025, and it’s a bit more specific than the state rules. If you live or ride in the Lake Norman area, you need to pay attention to this part!
The biggest "gotcha" in the new Cornelius rules? The 20 mph line.
In the eyes of Cornelius, any e-bike that can exceed 20 mph (which includes those Class 3 bikes we just talked about) is technically classified as a moped.
**We strongly disagree with this statement, and will be pushing back. In fact the NCDMV laughed when we stood in line for 1 hr attempting to register our bike for a tag.**
Wait, what does that mean for you? If your bike is a "moped" in Cornelius:
- You must be at least 16 years old to ride it.
- It requires state registration and a license plate.
- You can't ride it on sidewalks or greenways (more on that in a second).

Sidewalks and Greenways: Where Can You Actually Ride?
Cornelius has some very specific thoughts on where e-bikes belong. It’s all about keeping pedestrians safe while letting us enjoy the ride!
State vs Local Rules (Yeah… It’s a Little Messy!)
Here’s the nuance, folks… and it matters!
North Carolina uses the three-class e-bike definition (including Class 3 up to 28 mph). That’s the statewide baseline.
But the Town of Cornelius currently draws a harder line locally: if an e-bike exceeds 20 mph, Cornelius treats it as a “moped.” Yep… even if it would otherwise fit the state’s Class 3 definition.
Can a town override the state’s e-bike definitions? There’s ongoing legal debate around that exact question.
But for RIGHT NOW… if you’re riding in Cornelius, the practical move is simple: Follow the local ordinance to avoid headaches like tickets, fines, or even impoundment.

Sidewalks are for the kiddos... mostly. In Cornelius, riding on the sidewalk is generally a no-go for adults. The exception? Kids under 17 and their parents/guardians can ride on the sidewalk. Everyone else? You need to be in the street or in a designated bike lane.
The Greenway Speed Limit We all love the Emerald Necklace and our local multi-use paths. You CAN ride your electric bikes there, but you have to keep it chill. The speed limit for all motorized devices on greenways and paths is 20 mph.
Even if your bike can go 28 mph (because yeah… that’s literally why you bought it!), the move on busy greenways is simple: be street smart.
Keep it to 20 mph on shared paths, pass politely, and save the spicy 28 mph stuff for the road where it belongs.

Night Riding? Light It Up!
If you’re out after the sun goes down (or before it comes up), you have to be visible. Cornelius law requires:
- A front white light visible from at least 500 feet.
- A rear red reflector (or light) visible from at least 300 feet.

Here’s the important part, though…
NC State Law (GS 20-4.01) recognizes Class 3 e-bikes like your Como/Vado as… yep… e-bikes!
But the current Cornelius ordinance uses a lower speed threshold locally — basically, anything exceeding 20 mph can be treated as a “moped” in Cornelius.
So while we believe in the STATE definition (because that’s the definition!)… we also want to keep you out of local trouble.
Our practical advice for Como/Vado riders in Cornelius:
- These bikes are built for speed and power… and you bought them for that 28 mph capability! The goal isn’t “nerfing” your bike forever. It’s using that power at the right time and place.
- On greenways and shared paths, be situationally smart: keep it at the 20 mph limit, pass with space, and don’t be that rider around walkers, dogs, and strollers.
- For different rides (greenway cruise vs. road commute), use the Specialized Mission Control / Specialized App to manage assist settings so you’ve got the power when you need it… without accidentally blasting through a 20 mph zone.
